Description:
Abstract:
This metadata record describes the digital orthophotos produced for Scott County, IA in 2009. This 1:1200 scale orthophotography is comprised of natural color digital images collected with a GSD (Ground Sample Distance) of 0.4'. Imagery was collected using Leica ADS40 digital sensors.
Purpose:
A digital orthophoto is a geometrically accurate photographic record of landscape conditions at the time of the corresponding aerial photography. As such, the digital orthophoto is useful for a variety of applications, such as environmental monitoring, facility engineering/maintenance, city/county planning, property line review, etc. The digital orthophoto can be used alone or as a raster basemap for corresponding vector line mapping.
Supplemental_Information:
The four ADS40 bands record data in the following manner: Band 1 (blue)= 430-490nm; Band 2 (green)= 535-585nm; Band 3 (red)= 610-660nm; Band 4 (NIR)= 835-885nm.

Data_Quality_Information:
Logical_Consistency_Report:
Compliance with the accuracy standard was ensured by the placement of GPS ground control prior to the acquisition of aerial imagery. The following checks were performed: 1. The ground control and airborne GPS/INS data stream were validated through an aerotriangulation bundle adjustment using Leica's ORIMA and CAP-A software. 2. Digital orthophotography was validated through a visual inspection of control points, edge matching and general image quality.
Completeness_Report:
The following methods were used to ensure image quality: 1. Use of targeted ground control during image acquisition. 2. Use of GPS/INS during image acquisition. 3. Checking of controls against ortho product. 4. Post ortho accuracy approval checks for overall image quality (tone, color balance, etc.).
Positional_Accuracy:
Horizontal_Positional_Accuracy:
Horizontal_Positional_Accuracy_Report:
Horizontal accuracy requirement is 1' RMSE, 3' @ 100% confidence. Horizontal RMSE tested 0.55 feet at the 95% confidence level. RMSE calculated in accordance with Geospatial Positioning Accuracy Standards Part 3: National Standard for Spatial Data Accuracy, FGDC-STD-007.3-1998.
Quantitative_Horizontal_Positional_Accuracy_Assessment:
Horizontal_Positional_Accuracy_Value: 0.55
Horizontal_Positional_Accuracy_Explanation:
RMSE values are calculated for ground control points based on quidelines established in FGDC-STD-007.3-1998 Geospatial Positioning Accuracy Standards Part3: National Standard for Spatial Data Accuracy. Measured x and y positions of the control in the final orthophoto are entered into an Excel spreadsheet along with the surveyed positions of the control points. RMSE_X and RMSE_Y are calculated and a subsequent horizontal RMSE derived for the dataset to meet 1' RMSE, 3' @ 100% confidence accuracy requirement.
Vertical_Positional_Accuracy:
Vertical_Positional_Accuracy_Report:
Orthophotography is a 2 dimensional representation of the earths surface and, therefore, has no vertical accuracy measure associated with it.

The aerial imagery was captured with Leica Geosystems ADS40 digital cameras, sensor head 104. The ADS40 uses a 'pushbroom' method of data collection with multiple CCDs using forward, rearward and nadir orientations along planned flight lines. Each collects data in one of the pan, red, green, blue or NIR spectral bands. This results in one image per CCD for each flight line. The aerial images are used for softcopy aerotriangulation of the project image strips and the production of orthophotos.

Targeted ground control is used to create a digital control file and control report as well as QC check of ortho accuracy. Predefined points (usually NGS) within the project area are targeted, making the points visible in the photography. These points along with their precise coordinates are used in the aerotriangulation process and to check the horizontal accuracy of the resulting orthophotos.

The tile definition contains the name and bounding coordinates for each tile in the image index and is used to cut orthorectified imagery into manageable, usable images. The tiles conform to the Scott County PLLS 1/4 section dimensions and numbering/naming system and are projected in the Iowa State Plane Coordinate system, south zone.

Process_Description:
Imagery and GPS/IMU data is downloaded from disc on the plane to disc on the ground. GPS/IMU mission data is processed together with simultaneously collected ground-based GPS base station data in forward and reverse directions. This precisely determines the aerial camera's position and orientation in the terrain (project) coordinate system and allows for correct orientation of the imagery.

Tiled orthophotos then go through a rigorous manual QC process to evaluate for remaining hotspots (sun reflectance over water), tone quality, color balance and the feathering area between flight lines Any imperfections at this point are manually edited. If necessary, the tiled images are then converted to required format. All images are either recorded on DVD, transferred to HD or posted on FTP for client access.

Color orthophotos are comprised of pixels. Each pixel is assigned a value of 0 to 255. That number will refer to a color look-up table which contains red, green and blue (RGB) values, each from 0 to 255, for that pixel within the image.

Ordering_Instructions:
We find that most aerial requests can be handled via online download. However, if you require a countywide set of aerial tiles in JPG, online data transfer can be prohibitively large and time consuming. We also offer offline TIF format tiles and a mosaic in ArcGIS raster fGDB format. Our preferred method for transfer of countywide aerial data is by external hard drive. If you send an external hard drive with sufficient free space and prepaid return label, we can copy aerial data onto that and send back. For any other requests please contact us.
