Dr. Keppy, Chairman, called the meeting to order at 12:00 Noon. The Recording Secretary took the roll call. Only two members were present; Dr. Keppy and Dr. Sunderbruch. Since a quorum wasn't present, the Chairman went to the Report section of the Agenda.

The following reports were reviewed and discussed by the Board:

1. Director’s Report of June – July, 2003, activities.

Larry Barker recognized employees for their anniversary for years of service:

Larry Barker reported that he and staff met with Gail Elias, consultant with the Community Jail and Alternatives Advisory Committee, to discuss future health clinic needs for the Scott County Jail.

Mrs. Coiner arrived at 12:06 p.m, now giving the Board Meeting a quorum.

Larry Barker discussed with the Board the major reorganization that took place with Genesis Visiting Nurse Association. Dr. Sunderbruch has had a constant relationship with VNA since 1934. He expressed his disdain over the reorganization that left Sharon Meister without a job at Genesis Visiting Nurse Association. He said that Sharon was a terrific leader, and that he has submitted his resignation from the VNA Professional Advisory Committee, of which he has been a member for many years.

Dr. Garvin arrived at 12:09 p.m.

Larry Barker reported that the West Nile Virus has not been isolated in Scott County this year. The Department continues to work with the community and conduct viligant surveillance.

Larry Barker reported that the Department continues to be active in Bioterrorism Preparedness and Planning activities. He discussed the upcoming funding for FY'04.

Larry Barker reported that the State immunization audit results have been received and he is proud to report that Scott County achieved 100% compliance.

Larry Barker reported that in preparation for the new law requiring Varicella, information for our website was put together. This information covers what is required by law, why the law was created, side effects of the vaccine, who should not get the vaccine, etc. In the future, similar information for all of the immunizations will be put together. The listing of information on what is required by law was updated on the immunization page.

Larry Barker reported that during the last 24 months the nation experienced a shortage of Pneumococcal vaccine, which resulted in a modified schedule of vaccination with the Prevnar vaccine. Recently the shortage has been resolved. In an effort to get our clients vaccinated, the IRIS database has been queried to identify those children between birth and two years of age requiring additional vaccination. A letter was drafted to parents explaining the situation and asking them to schedule their children as soon as possible for further pneumococcal vaccination.

Larry Barker reported that the Iowa Department of Public Health was in to audit our Maternal & Child Health program. The audit went well.

Larry Barker reported that immunization appointments at the Health Department clinic continue to decrease. A full evaluation of the program will be conducted to determine how to proceed in the future.

Mrs. Coiner moved to approve the agenda. Motion seconded by Dr. Garvin. Motion carried unanimously.

Dr. Sunderbruch moved to approve the Minutes of the June 19, 2003, Board Meeting as received. Motion seconded by Dr. Garvin. Motion carried unanimously.

2. Core Public Health Activity Report for the month of June, 2003.

3. Budget Report for the month of June, 2003.

Following discussion, Dr. Garvin moved to approve the claims. Motion seconded by Mrs. Coiner. Motion carried unanimously.

4. Maternal & Child Health Program report for the month of June, 2003.

5. Bioterrorism Preparedness Planning Report for the month of June, 2003.

Larry Barker reported that the State of Iowa will receive $12,600,000 in Bioterrorism funding for FY'04, with Scott County's share being $93,000. One area that will be looked at in the near future is the development of a surveillance system. The intent is to build a state-wide database. Another area of concern is the development of a communication system.

At 12:30 p.m., Elizabeth Brooke from Edgerton Women's Health Center gave a presentation to the Board on the Prenatal portion of the Maternal & Child Health program.

Mrs. Coiner moved to approve all the reports. Motion seconded by Dr. Garvin. Motion carried unanimously.

Dr. Keppy asked for Public Comment. There was no one present who wished to make any comments.

Following discussion, Dr. Sunderbruch moved to provide non-public school nursing services to the Quad City Montessori School. Motion seconded by Mrs. Coiner. Motion carried unanimously.

Following discussion, Dr. Garvin moved to approve and authorize the Director to sign the FY'04 Radon Grant Application and Contract. Motion seconded by Mrs. Coiner. Motion carried unanimously.

Larry Barker reported that Janan Wunsch-Smith will be at the August Board Meeting to present the Scott County Health Department's Strategic Plan to the Board.

Larry Barker reported that Dr. Mary Mincer Hansen, Director of the Iowa Department of Public Health, will be at the August Board Meeting.

There being no further business before the Board, the meeting adjourned at 12:59 p.m.
