Mrs. Mohr, Chairman, called the meeting to order at 12:00 Noon. The Recording Secretary took the roll call. All members were present with the exception of Dr. Garvin, who arrived at 12:03 p.m.

Dr. Keppy moved to approve the Agenda as amended. Motion seconded by Mrs. Coiner. Motion carried unanimously.

Dr. Sunderbruch moved to approve the minutes of the June 20, 2002, Board Meeting as received. Motion seconded by Mrs. Coiner. Motion carried unanimously.

The following reports were reviewed and discussed by the Board:

1. Director’s Report of June - July, 2002, activities.

Larry Barker recognized employees for their anniversary in June and July for years of service:

Larry Barker reported that just shortly before the Board Meeting, we received confirmation of two birds with west nile virus: a crow in Davenport, and a bluejay from rural Scott County.

Larry Barker reported that the County has hired a new Jail Administrator.

Dr. Sunderbruch expressed concern that incarcerated substance abuse and mentally ill patients get better care than those on the outside. The Community Jail and Alternative Advisory Committee, which Larry Barker is on, is studying substance abuse and mental health issues.

2. Core Public Health Activity Report for the month of June, 2002.

3. Budget Report for the month of June, 2002.

Following discussion, Dr. Keppy moved to approve the claims. Motion seconded by Dr. Garvin. Motion carried unanimously.

4. Maternal & Child Health Program report of June, 2002.

This month's Board of Health Program Orientation was presented by Hollis Fish on the Department's Mosquito Surveillance.

For over 25 years, the Scott County Health Department (SCHD) has administered a Mosquito Surveillance Program in the most populated areas of Scott County. This program collects insect samples four times a week from four sites in the Davenport/Bettendorf area. A flock of sentinel chickens are also maintained at the Wastewater Treatment Plant. Blood samples are drawn from these birds to alert if the presence of the encephalitis virus is present. SCHD also maintains records of mosquito activity and any viral changes and provides information to the public and media.

Following discussion, the Board thanked Hollis for his informative presentation.

Dr. Keppy moved to approve all the reports. Motion seconded by Dr. Garvin. Motion carried unanimously.

Mrs. Mohr asked for Public Comment. There was no one present who wished to make any comments.

Larry Barker reported on his attendance at the Public Health Congress in Des Moines, where all 99 counties were represented. The focus of the Congress was bioterrorism preparedness planning. $11,500,000 will be coming to the State, with $5,500,000 going to local areas. The majority of the money will go to regions throughout the state. The regions have not as yet been identified.

Sharon Meister, Executive Director of Genesis Visiting Nurse Association was present to update the Board on the activities of her agency for FY'02.

At the January, 2002 Board of Health Meeting, a variance was granted to Attorney Dave Dettman, on behalf of the owners of 6220 Brady Street, Davenport, to install a septic system in lieu of connecting to the public wastewater treatment facilities. The City of Davenport did require the owners to connect to the public sewer facilities, which was completed on May 3, 2002. Therefore, for the record, Dr. Sunderbruch moved to rescind the variance. Motion seconded by Dr. Garvin. Motion carried unanimously.

Following discussion, Dr. Garvin moved to approve staff educational requests. Motion seconded by Dr. Keppy. Motion carried unanimously.

Maureen Sedlacek, Community Health Consultant with the Iowa Department of Public Health was present to give the Board an overview of the Iowa Local Boards of Health Guidebook. With the re-structuring of the Iowa Department of Public Health regions, Ms. Sedlacek is now the Community Health Consultant for Scott County, along with thirteen other counties in the East Region.

Following discussion, Dr. Keppy moved to approve and authorize the Director to sign the application and subsequent contract with the Iowa Radon Coalition for the 2003 Radon Project. Motion seconded by Mrs. Coiner. Motion carried unanimously.

Following discussion, the Board cancelled the August, 2002, Board of Health Meeting. The next meeting will be held September 19, 2002.

There being no further business before the Board, the meeting adjourned at 1:05 p.m.
